This film deserves 5 stars because of the hot brunette FBI Agent Frankie Miller (Holly Dignard)!
I have to give an assessment of 4 stars, the story and production. Most of the film is separated only by a power vortex on how maverick cop (Seagal, of course) trying to fit information on two serial killers in general. Some scenes are too abrupt and do not flow with the movie: eg. where and how did the FBI agent lands Miller to move into a house of a man who wasthreatened his wife with a gun? One minute of agent Miller went straight from a crime scene and the next scene shows a police officer and others in an already open door to the gunman. You should see how fast these sexy FBI agent their potential attackers disarmed easily without sweating brows waxed - moves faster than Seagal! LOL!
